Technical Proposal Specialist Responsibilities
Summary of Position
The Technical Proposal Specialist is responsible for developing, preparing and writing proposals for small simple solicitation requests and/or requests for information (RFI), including leading and coordinating the proposal preparation and approval process, including Legal, Risk and Pricing review. The position will support Proposal Managers as needed as well as support Price Increase and Analysis activities as requested from Pricing Management team.
1) Development and/or Support Bid/Tender Responses:
a) Read, review solicitations/requests in order to develop detailed action plan to accurately respond to each request:
i) Conduct conference calls and meetings to gather determine what information is required, develop questions about the opportunity and coordinate price reviews as needed.
b) Gather and prepare written documents that will become part of the proposal response submitted to the customer, including technical writing.
i) Develop and ensure up to date basic company information, collaborating with other internal departments to compile broad company information and keep it up to date.
ii) Manage, coordinate and solicit information from other departments, across multiple levels of the organization, that is necessary for accurate completion of bid response.
c) Create internal pricing spreadsheet that reflects the bid format for team to use to generate bid pricing for approval. Spreadsheet should be populated with current Clean Harbors’ rates and/or the rates of incumbents.
d) Coordinate Bid Approval Process
i) Coordinate contract review/business review between Law department and Executive Management as required.
ii) Coordinate Pricing review calls as needed for opportunities
iii) Generate final bid response documents.
2) Support Pricing Increase Initiatives: Support Pricing team and/or Price Improvement team to generate the following types of documents.
a) Customer-specific price increase documents
b) SRP rate increases
c) Update annual national pricing templates
3) Cross Train as Backup to Restriction Manager Role.:
a) Perform Restriction Manager role as needed due to vacation, sickness, or other situations.
4) Record Keeping: Due to the sensitive nature of customer bid response documents, and to facilitate investigating issues, diligent record keeping is required to document bid files and response documents. Includes:
a) Keeping electronic copy of all original bid files, working versions as well as final version of what was submitted to customer.
b) Keeping electronic files of relevant to pricing and pricing approval communications
Experience and Core Skill Requirements
Years of experience: prefer 1 – 3 years work experience. The candidate needs a general understanding of prioritizing and working with others. We will train personnel on internal computer software systems.
