This role is responsible for reviewing solicitations, coordinating proposal responses, tracking compliance requirements, managing submissions, and supporting post-award contract activity.<br><br>Works across multiple business lines, including Clean Harbors, Safety-Kleen, Technical Services, Field Services, Emergency Response, and Disposal. Intake and Qualification</strong><br><ul><li>Review incoming government solicitations, including RFPs, RFQs, IFBs, renewals, cooperative opportunities, and related bid notices.</li><li>Identify key deadlines, submission requirements, mandatory forms, site visits, question deadlines, and addenda requirements.</li><li>Review the scope of work to confirm alignment with company capabilities and applicable business lines.</li><li>Log opportunities in Salesforce and support assignment of internal ownership.</li><li>Flag immediate bid risks, including liquidated damages, bonding, wage requirements, insurance limits, no-exception language, and unusual contract terms.</li></ul><br><strong>Proposal Coordination</strong><br><ul><li>Manage assigned bids from intake through final submission.</li><li>Coordinate with Operations, Pricing, Compliance, Sales, Legal, Insurance, Safety, and other internal stakeholders as needed.</li><li>Track proposal deliverables and ensure internal deadlines are met.</li><li>Maintain bid calendars, action items, and status updates.</li><li>Ensure all required forms, certifications, attachments, pricing documents, and supporting materials are completed and included in the final package.</li></ul><br><strong>Compliance and Documentation</strong><br><ul><li>Review solicitation requirements for compliance with federal, state, local, and agency-specific requirements.</li><li>Support compliance with FAR, DFARS, and other government contract clauses when applicable.</li><li>Maintain and update commonly required bid documents, including representations and certifications, SAM.gov documentation, insurance certificates, licenses, registrations, and standard company information.</li><li>Validate bid bond, performance bond, payment bond, licensing, certification, and registration requirements when applicable.</li><li>Ensure proposal packages are complete, accurate, and aligned with solicitation instructions.</li></ul><br><strong>Submission Management</strong><br><ul><li>Prepare final bid packages for submission.</li><li>Submit proposals through required methods, including government portals, agency platforms, email, or hard copy delivery.</li><li>Use portals such as SAM.gov, OpenGov, Bonfire, BidNet, PlanetBids, and other customer-required systems.</li><li>Confirm successful submission and retain proof of submission.</li><li>Track addenda acknowledgments and ensure final submissions reflect all issued updates.</li></ul><br><strong>Risk Identification and Escalation</strong><br><ul><li>Identify and escalate material contract or proposal risks to leadership.</li><li>Highlight issues such as indemnity exposure, uncapped liability, consequential damages, liquidated damages, strict response times, wage determinations, bonding, insurance limits, and firm pricing requirements.</li><li>Coordinate with Legal or leadership when solicitation terms require additional review.</li><li>Support internal decision-making by clearly summarizing bid risks and open questions.</li></ul><br><strong>Post-Submission and Contract Support</strong><br><ul><li>Track bid status, award notices, rejection notices, shortlists, and customer communications.</li><li>Support clarifications, best and final offers, negotiations, and follow-up requests.</li><li>Assist with contract handoff to Operations, Sales, Pricing, and other internal teams.</li><li>Maintain records of submitted bids, outcomes, pricing history, customer notes, and contract documents.</li><li>Support renewals, amendments, extensions, and contract closeout activities as needed.</li></ul><br><br><b>QUALIFICATIONS</b><br><br><ul><li>Experience supporting government bids, proposals, contracts, procurement, compliance, or related administrative functions.</li><li>Strong attention to detail and ability to manage multiple deadlines.</li><li>Ability to read and summarize government solicitations in plain language.</li><li>Strong written and verbal communication skills.</li><li>Experience with Salesforce, government procurement portals, Microsoft Office, Adobe, and document management tools preferred.</li><li>Ability to work across departments and coordinate with internal stakeholders.</li><li>Understanding of bid compliance, contract risk, pricing documents, and submission requirements.</li><li>Familiarity with federal, state, local, and municipal procurement processes preferred.</li></ul><br><strong>Key Competencies</strong><br><ul><li>Deadline
